Happy hour on the beach in Mazatlan?

Can you find a restaurant/bar on the beach with happy hour? Without staying at one of the resorts? Are there any actually on the sand? We want to settle in for the day and enjoy the beach and the ocean.

There are several. You can also do it at the resorts, just buy some beers. The happy hours vary from place to place, and are usually 2 hrs. long. Many places will have "Happy Hour All Day. 2X1" Or 3X1, but their prices are somewhat higher for that one than other places. Still cheap though. Stone Island has 3 or 4 such places.
