Harry Potter and the Deathly Hallows quote. I don't understand it. Help?

"Hermione was watching Ron fret over the fate of the Cattermoles, and there was such tenderness in her expression that Harry felt almost as if he had surprised her in the act of kissing him."

Sorry, I don't really get what this means. Stupid question. Can someone explain to me this quote?

  1. I think it means that Hermione was looking at Ron with as much tenderness, as someone inlove or someone about to kiss someone else. Therefore, he said(or thought) that he wouldnt be surprised if hermione kissed Rone because her expression said that she wanted to. Its the same expression Hermione had when Ron said that they should inform the House-elfs of the battle, so that they can leave...and in this scene they actually kiss...
