Harvest Moon DS Island of Happiness help??

Question

I want mark 2 move 2 the island but he wont! i hav all the requirements but i think the inn needs 2 b upgraded a second time but idk how 2 make that happen!!!!!!!!!!! plz help me!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!...

I know the island has to have more then 50% completion level for upgrades to have Mark come and the inn gets upgraded after a certain amount of secondary characters show up.
