Yes.  He said it in an ESPN The Magazine interview several years ago.  He was talking about his father's death, and the rumor that Dale Sr. drove with his seatbelt off on the last lap of races.

He was basically saying guys don't do that.  He said that during a yellow they'll take off their seatbelt, and whip it out to pee on the floor.  And I think he said during a long green, sometimes you'll just have to pee your suit.

I figure they all do it.  They can't exactly stop at a rest area.

I am sure it has happened to a lot of drivers. It's not that hard to go four hours without going to the bathroom, but on occasion if they can't hold it, it's not like they stop to use the porta pot during a pit stop or something. It really isn't that big a deal when a race is on the line. If it were me and I had a choice between winning a race, and stopping to pee, I would try to win the race, lol.
