  2. No it isn't. The council tax payers of all the London boroughs pay towards the running and upkeep of it together with revenue from fare-paying passengers and there are subsidies and loans from the government to cover everything from new lines and stock through to major refurbishment works. It allows, for some strange reason, the Mayor of London to bring over his American friends to "run" the system, but one used to get so drunk that even Livingstone had to get rid of him, albeit leaving on a VERY LARGE  "consultancy" basis (and a big house in the poshest part of town!), and the other one still reckons he's the top man for the job, which means he's good at P.R. when things go wrong although nobody really believes much of what he says. Also, Livingstone uses his favourite companies to do the major maintenance, which is why after engineering closures at weekends the work normally over-runs and prevents commuters getting to work on time.

    That's before I start on about the bus side  ---

  4. TfL, are owned by us the tax payers. They do have Metronet maintaining certain lines under the Public Private Partnership (PPP) agreement though.

  5. Transport for London is the governing body set up by Ken and the London assembly to cover all London area transport in co operation with National Rail and the TOC's. Hence why most of the Overland Rail services do not accept things like Oyster or Accept the free child travel.

    As far as I know, there are no plans to privatise this body, but you never know.

Tfl is a functional body of the Greater London Authority designed to implement the Mayor's Transport Strategy and to manage the transport system across the capital.     It carries out many of the functions mentioned on that page, either through private companies - the buses for example, or through public/private partnerships as on the Underground. More information is on the page I quoted above.
