I've seen one without a steering wheel once. He used a spanner around the steering shaft to steer it. Cannot say if it was due to loud music though.

h**l yes the should, no wonder they shout and not talk   -  and most of them is not road worthy either

Oh my goodness, yes. There were cases already where carton box was used for brake pads, the steering was a vice grip spanner, the doors fastened by safety pins. Some of them are just in a terrible state and should be impounded and destroyed. That is our new age public transport systems that will cater for the 2010 football fans.
