  1. France.  The French president Sarkosy is Eastern European (Polish?).  And even though there are lots of olive French people, Sarkosy obviously looks "different".  Aside from his very Eastern European last name, he has a very different complexion and has very Eastern European features.

  2. Of course in the West Indies.  Color is not an issue so they select the person based on how well the people believe they will govern.  Jamaicans have elected white leaders etc.  For your information Mike South Africa never selected a white president they seized power.  Racism is most in larger countries because of it's history when you live in an environment where race is not a factor like many countries color is not an issue.  In America it is which is such a shame.

  3. What do you mean?  A whole government of people from a minority ethnic group, or just one person?

  4. Yes, many South American and African countries have had white presidents or PMs who were minorities in their respective countries..

If you're looking for a non-white answer, Peru used to have Alberto Fujimori, who was/is of full Japanese descent.  Amusingly, much like Barack Obama, his place of birth was questioned during his first campaign.

  5. There has never been a black man ruling over a predominatley white country..

Sarkozy dosent count because he is still European.
