I get calls like that from my husband who is in Japan.  They are international calls.  The first 3 numbers are the country code.... The first time I got a call like that I had to count the numbers because it just didnt look right!

hmmm i have experienced this with a number that looked like this [phone] so my guess is that it is was a telemarketer but when i picked the phone up i was like WHAT! they hung up i got a nine digit before though too its strange
