Has anyone been in the CA-4 Traffic Near Antioch-Oakland-SF?

My dad goes to work everyday and but he has to go through 2 hours of traffic just to get home (without traffic, it'll be 1 hour). We love where we are living right now so I was wondering are they (government) doing anything to fix this? Maybe make the more lanes where the traffic is at it's worst? Thanks =)

Not any time soon, There is no money in the budget for road repair.
