Has anyone else heard about the the new water recycling plant in Orange County?

I just read about it in the latest issue of Discover magazine. Orange county, California has begun purifying sewer water and using it to replenish aquifers. Untill now it was just being pumped into the ocean. A easily purifiable source of fresh water being pumped into the ocean? In Southern California where most of the water is imported!? Why aren't they doing this everywhere?
