yes it is. the only one i trust is energyscales.com because they are backed by amazon.com   they are cheaper than amazon since they are affiliate. but they have the same policy. it doesnt get better than this.

any site that only accepts western union or moneygram , beware, these are monies you can't recover if you are scammed, the warning signs are there and if you don't feel comfortable don't buy from them, i wouldn't/
