Has anyone ever had breast revision after breast augmentation?

i had breast augmentation 4 mo. ago and my b*****s haven't gone down, only a couple of inches. My doctor had suggested to re-do the surgery at no cost from him, but i must pay the surgical fees and for the anesthesia. He's planning to cut the muscle below my breast, which will in turn loosen up the breast and help the implant to fall back in place. did anyone EVER had this done? any advice will help, thanks..
