  1. How do you know USPS stole it.  Every so  often a mail carrier might steal something, but it's very, very rare.  They know the consequences for stealing mail.  They have an extremely good track record.  Not that it couldn't happen.  Still, if a mail carrier wanted to steal it, it just wouldn't be delivered.  Unless the package had a return receipt or something for added tracking, it simply got lost in the mail.  Why go to the bother of sealing the package back up and delivering it empty?  Just looking at the odds, it's more likely that the package was empty to start with.  Not trying to point any blame, just point out possibilities.  Do you know for certain, beyond doubt, that something was in the package to start with?  Are you the sender?  If this was an eBay deal, I've heard of problems like this.  It's hard to tell where the problem is.  Shippers say the item was in the package and receivers say it was empty.  If you're the shipper and you know the item was in the package, then perhaps the receiver got it and simply says it was empty.  He gets the item and his money back.  This is due to the new eBay rules from what I hear.  Any proof would be in the weight.  What did the package weigh when it was shipped?  What would an empty package weigh?  This would tell if you something was in the package but not what.

  2. Either you or the sender can make a report about the missing contents. It is far more likely that the item(s) are in a Mail Recovery Center. This is done online
