If the 'Outpost' game that Jason mentions is the one you are looking for (a space themed economic and building game), while it is out of print and hard to get, there are two games that are based on its mechanics:  Scepter of Zavandor (themed about wizards gathering power) and Phoenicia (themed about building and enconomy in ancient Phoenicia).  Zavandor is closer to the original Outpost, but I think Phoenicia is a more streamlined and playable game.

  2. The only mainstream game with Outpost in the title that I'm familiar with is "Crossbows & Catapults: Castle Outpost," released in the early '80's.  You can find information on it here:  http://www.boardgamegeek.com/game/9659
