Has anyone ever heard of a product called better than linen. If so would it look cheap for a wedding reception

How is it better than linen?  Linen wrinkles very easily so if there is a material that looks like linen without wrinkling great.  May I assume you are using this for table coverings?

For what I understand is a paper table cloth that has a smooth apperance/texture that resembles cloth, but without the price of real linen.

It's a throwaway product.  I didn't like it as a table cover, but the table runners were very nice.  It's up to you.  I'm a quilter, so very sensitive to how fabric feels.  You may find it just fine.  Unlike linen, this stuff can tear, but not easily like paper.  My friend got it because she couldn't get rentals at the time (it was for a party, not a wedding).  If you have a very formal wedding, I'd skip it, but I think it's usable for a less formal one.  The company below provides samples, so you could get a feel of it.

One big plus - COLORS!  Lots of them. You will need to iron them, however.

If the wedding is out side,  maybe. that would work other wise spend more on the linens.
