  1. I didnt get to visit panama city, but i did go to a military school in panama, and thought it was a great place

  2. Yes, and it is a marvelous place! The top highlights are:

    - Museum of Panama Canal and a nearby Museum of the City

    - Panama Viejo - ruins of the original colonial city and monastery

    - The whole downtown with old colonial houses (beware - it is not safe after dark; but at daytime it is OK). There are many restaurants where you can have a decent lunch for as little as $1.50.

    - A walkway (in the center) with a memorial of Fernando Lesseps, the Frenchman who built Suez Canal but failed in Panama

    - If you get bored by the city itself, you can take a train (oldest transcontinental railroad in the world - http://www.panarail.com ) to Colón (do not walk in the city, just take a cab to a bus terminal) and then take a bus to Gatún locks on Panama Canal (free admission, perfect opportunity to see huge Chinese ships passing through) and Portobello (UNESCO world heritage, several old Spanish fortresses). From Portobello, you can take a bus back to Panama City.

As for weather, I was there around Christmas 2005 and it was warm and pleasant, though with occasional rains. It will probably not be much different in February.

Panama is beautiful - you will surely enjoy it! For more tips and links, see my previous answer -
