  1. HD5 refers to a grade of propane. For residential use pretty much every propane supplier is selling this. It's not a question you even need to ask a supplier because all consumer grade propane is HD5. Lower grade propane is sometimes used in commercial applications, but a household consumer would never have access to it.

As to the second part of your question, it would depend on your supplier and the supply agreement you have with them. If you have a contract, read the fine print...

In Canada, if you own your own tank any supplier can fill it, but if you are renting a storage tank, only the company that owns it may fill it. If you want to change suppliers, they would have to bring another tank.

  2. The HD5 specification is based on "allowable" contents. For instance, 99% propane and 1% propylene is HD5 grade propane the same as 95% propane and 5% propylene is HD5 propane. Although the product consistency and purity is different, both mixtures are considered HD5 propane because they fall within the allowable limits for the product to be named and labeled as such. Consider this: 10,000 gallons of pure propane (100% propane) is classified as HD-5 grade propane
