Has anyone heard of something called "The lazy Tax" that store charge to the customers?

Their is a market in detroit that charges a lazy tax on their food, because they people in the neigborhood are to lazy to go someplace else.

I beleive that is illegal. Normally only the government or the state government can impose such taxes. I don't believe they would let them charge that tax because it wouldn't pass the legislation!
