Yes, I've heard that, but it's just a rumor (some might even bump it up to theory) based on similarities in the MO.  In my opinion writing notes to the media isn't enough of a similarity to think they are the same person.

Edit:  Now, Tupac and the Unabomber being the same person, there's a good theory for you.  Of course, the Unabomber always wore a hoodie, so maybe a better case could be make for Biggie and the Unabomber.
