I had an online biz I closed recently due to my mom becoming ill I needed to be with her.  Anyhow  I used www.wahmshoppes.com for my site hosting and had some wonderful dropshippers ( that way I didnt have to carry much overhead) I sold children's items and stuff your own plush.  I also have a great list of wholesalers I used for my "mommy" section for purses and jewlery.

I know lot's of people who have started on line businesses in different industries.  The lowest cost would be collaborating with a business that is already well established.  Having the primary company take care of all your billing, drop shipping, Inventory, be umbrella'd under their license and save yourself a lot of money by partnering up.  If you don't, your looking at having to dish out thousands and thousands of dollars monthly in doing business the traditional way. If you can avoid it, then I suggest you do.  

As for your detailed message on what is the low cost way to start an on line business, collaborations.  Most businesses are under $500, with anual renewals of under $150.  If you don't collaborate, your looking at thousands a month like I said before.

As for your additional detail message of Would anyone want to be partners in an on line business? Yes plenty of people would because of leverage.  Having business partners is an extremly important ideal thing to have.  You can push your business faster and harder when you have more people doing it. In which gives you a bigger income opportunity.
