Has anyone used a foreign exchange program that places you in london england???

i am in high school and trying to get into a foreign exchange program that will either put me in london or birmingham [england]. There have been a couple programs that have told me that i cannot go to london for many reasons but does anyone know a program that will place me in either london or birmingham? thank you :]
