What they are really saying is that Fax can work over VoIP lines, but there are just too many factors and variables that can cause problems, thus, they don't want to deal with those issues relating to Fax.

Fax "can" work over most SIP based VoIP services that use the G.711u codec.  But, most VoIP service providers will "not guarantee" reliable performance for Fax over VoIP lines.  There are just too many technical variables that they do not have control over go guarantee reliable service for Fax.

I use Vonage and I use my fax machine with it. So yes with Vonage it works.

You don't even need to set up a fax machine. You can fax online. Faxes are sent and received in your email. For more information go to http://www.myfax.com.
