If that's the case, then why does it seem so many female runners and track and field athletes wear very similar outfits? Besides, beach volleyball has been an event since at least '96.

There are a lot of attractive athletes in many of the other sports.

Beach volleyball has the attraction that it does not take a huge investment in building facilities.  The cost of building an indoor volleyball court is prohibitive in many parts of the world.  But nearly everyone has the potential of finding a partner and a ball to practice and compete.
