It depends.  I know I'll have some haters flag me but here goes.  You can't allow subjugated people to be a part of it.  They will always have animosity towards you.  Colonialism only works well where - A.) you set up shop in a relatively unpopulated region, or B.) you either drive or wipe out the existing population.   Call it genocide, call it what you want.  Human nature dictates they will rise up against you later.  Homogenous human populations thrive, as long as there is a propensity for intellect among them, while diversity breeds division.  Plain and simple...
