Has crash rates went down since hand-held cell phones were banned while driving?

In some states hand-held cells were banned while driving. The alternative is a hands-free set.

Talking on the cell phone may have been banned in some states, but that doesn't mean the people have stopped...they simply lower the phone when they see an officer and continue talking after said officer is out of sight! Too bad they can't do simple math...$20 hands free or $200 fine...ummmm, let's see, which shall it be...

  3. The accident rate is the same using a hands-free set and using a hand-held cell phone.  The accident rate goes down for those persons who can afford cell phones, but cannot afford hands-free sets, and therefore stop using their phones.
