I have visited one.  It was okay I guess.

Your can only apply for home detention if your crime warrants it.  I.e if you murdered someone it is doubtful you would get home detention.  For practically anything else though it seems you can apply - the justice system is very big on emptying our prisons of people even though they should be locked away!
