Do you mean in the qualifying heats, semifinals, or finals? In the heats and semifinals, he goes fast enough to qualify. Others have beaten him. In the finals, he's got 6 golds in 6 events with 6 world records.

Yes but on purpose. He paces himself by getting second place in the first races and then on finals and/or semifinals he will go all out for first. Apparently the strategy works. He's my hero, Go Michael, Go USA Beijing 2008!

No, he has NOT lost any event he has been in, making him the most decorated Olympian in history.  He is the best athlete EVER, of all time.  WE can be very proud of this amazing Olympian!  Hooray for Team USA!

He has lost to people in Prelims and Semis, but not finals.  I have noticed that Phelps does not really give it his all when he is not in the Finals, because he knows he will make it into Semifinals, so, he comes in 2nd or 3rd in those.
