Has the US technically already declared war on Russia

US forces provided an air lift to the Georgian army into the conflict - without providing any military hardware or "real" assistance but - but

From a technical point of view the US has provided aid to the enemy of Russia at a time of "war"

Putin - has made a comment about it - not suggesting anything close to what I am asking but -along the lines of

"It would be nice if our partners (meaning the US) would help instead of getting in the way ..........

  1. Deep down, Russia is probably glad those troops were airlifted back. Their goal seems to be to destroy Georgia's military, and if those soldiers had stayed in Iraq they would have been safe from the Russians.  


  2. It requires an act of congress to declare war.

    An "act of war" however is like when Saddam defied the world and threw out the UN inspectors.

  3. Technically neither Georgia, neither Russia declared the war on each other.

    Georgia said that it is "restoring the order" in S.Ossetia.

    Russia said that they are doing is the peacekeeping operation and preventing the threat to the civilans.

    There were a plenty of millitary hardware sent by US to Georgia before the Georia broke the peace agreement.

    Though Russia will not take any hostile action against US for that, they'll remind this "hostile" action in the future negotiations with US...


  4. "technically" the only body that can declare war is Congress..... Congress has not done that in 60 years

    Russia sent pilots to fight Americans in Korea......No war was declared

    Russia had "military advisors" fighting along side of the NVA in Vietnam.....No war was declared

    Cuban troops fought Americans in Grenada.....no war was declared

    Just because we ferry Georgian troops does not mean we are at war with Russia...... only that we are helping a friend

  5. You may be confusing concepts.  An act of war can be done by anyone.  A declaration of war is limited to congress.

  7. At the moment US officials are calling it a fulfillment of a previous agreement to be ready to move Georgian troops in case of an emergency.

    This obviously wasn't the emergency they had in mind, but as long as Russia is willing to let it go at that and give no more than token diplomatic resistance to that explanation, then that would be no to your question.

    Russia doesn't like it and is playing the media card on it, but isn't really angry enough to warrant counting it as an act of war on the part of the US.
