Question:

Has the United States signed the Kyoto Treaty?

All I can find is that we have signed it but not ratified it. I don't know if that is current or not.

  1. Yes you signed it and then refused to ratify it. It is part of the reason why the American government is highly unpopular in the rest of the developed world.

    But did not submit it to the Senate to be ratified during his last three years in office.

    Bush, knowing the Senate would never ratify the treaty, never submitted the treaty to be ratified.

    Unless the treaty is ratified by the Senate, it does not come into effect.

    In the US, both the President and the Senate, must agree on every treaty.

  4. Actually, Clinton did sign the Kyoto Treaty at a Buenos Aires conference.  Clinton did not submit the protocal to the Senate to be approved; therefore, it could never be officially ratified.

    The Kyoto Treaty is nothing more than a conspiracy against the USA.

  6. Good question and I hope you are looking for serious answers. I know that Al Gore when VP brought it home and Clinton did not sign it.  Bush has been arguing with the conference asking that India and China not be excused from abiding by the Treaty.  China and India make the US seem like a piker when it comes to lethal pollution levels.  Both do not want to sign it because they feel it will r****d their industrialization.  I would be happier if the did sign it and worked to expand their economies without widespread pollution.  Anyone who thinks that the US is the world greatest polluter (something eco nuts want so hard to believe) than they have not research China or India.  The US has environmental laws in place and enforces most of them, the other countires have none and are not interested in them at all.  The water in India and China is the most polluted we have ever seen.  I don't know if we should sign it so long as it does not do anything with the other polluters.  We are working hard here and have extensive laws and I think we should just continue.  Few countries have the types of controls in place that we do now.  There is great irony that both Gore and Clinton did not present it to Congress.

  7. according to the constitution no treaty can be signed unless its ratified by the Senate. The Senate voted it down by a large majority.
