  1. No, there is no problem in Palengue. Lots of good places to stay just outside the park entrance. Great city and the drive or bus ride from there to San Cristobal is one of my favorites in Mexico.

  3. Palenque is on fairly high ground in Chiapas. The flooding is at near sea level in Tabasco.
