  1. Buchanan who sat on his hand when the country was headed for civil war  is usually judged as the worst by Historians. The quality of a president  is not judged by how miserable people were during his term, but by how effectively he coped with the problem he faced and the quality of his decision making. By this measure Bush is one of the worst because of his many bad decisions where as Carter is faulted for being ineffective in getting his programs passed, not his bad judgment.

  4. Yes, but only  one President was in office when states actually started to seceded from the union.  James Buchanan, while saying it was illegal for states to secede, he did nothing about it.
