No...that requirement has NOT been implemented yet, but will be by june 2009.  See site below and read the current info carefully.  Currentoy, you need a photo I.d. and EITHER a passport or birth certificate.

Get the passport! What is everybody waiting for. Right now a government !D like a driver's license will do, but you never know when they'll change their minds. Homeland Security may play games with US citizens.

Yes, but as long as you have your birth certificate or social security you're OK...for now! Until next year were they will be no exceptions!
