Has the salary cap for next year been set?

No it hasn't.  Which is why the RFA signings have been slow.  The GMs are being wise with their cap space.  Last year's was set on June 29th, so expect something similiar again this year.  A tough situation for GMs.

Not yet; I'd expect it to be done by July 1st of course.  Probably not until after the NHL awards on Thursday.

The owners have agreed on what the Cap is (a part of the meetings held on May 27th through 29th), and it will be officially announced sometime this month after the NHLPA executives look it over (make sure they're getting their fair share).
