  1. Yes there are several girl jockeys out there who ride Thoroughbreds and/or Quarter Horses.  I can name several that has rode right here in the Midwest, Cindy Noll-Murphy (retired last year), Beverly Burress, Vicki Warhol, Nena Matz, Denise Lambeth, Megan Ludlow, Helen Marie Vanek, Tami Purcell, Charlene Hunt, Tonja Arruda, Jennifer Schmidt.

  2. YES, JULIE KRONE WAS ONE OF THE BEST JOCKEYS EVER. I SAW HER BEAT BILL SHOEMAKER IN A MATCH RACE BY A NOSE, SHE IS THE ONLY FEMALE JOCKEY TO WIN A BREEDERS CUP RACE....

  3. Julie Krone and Diane Nelson come to mind.

  4. By NTRA I infer that you are talking about the National Thoroughbred Racing Association.

The answer to your question is a resounding yes. There are and have been for many years female jockeys. The first one that springs to my mind is Julie Krone, the most famous of the female jockeys today.

Also, if you reread your copy of "National Velvet" or watch the movie with Elizabeth Taylor and Mickey Rooney, you will also find the answer to your question. Velvet disguises herself as a boy and rides The Pie[bald] in The Grand National Steeplechase. On a side note, Monty Roberts ("The Man Who Listens To Horses") worked on that movie and others as Elizabeth's stunt double, and Mickey's too possibly.

I don't know much about the current rules for obtaining one's jockey's license today, but I'm sure the information you see lies somewhere on the Jockey Club website, link provided below.
