  1. I suppose you are referring to the US Constitution.

    The answer is NONE.

    The US Constitution was used by the states to grant powers to the federal government.  The only legitimate federal government powers are those granted by the states in the US Constitution.

    Just in case anyone thought the US government had any other powers besides those granted by the states, the 10th Amendment makes it explicite:

    "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

    That this amemdment did not create any additional restriction (just making explicte) was noted by the the US Supreme Court in United States v. Darby, 312 U.S. 100, 124 (1941),  which said, in part,

    "The amendment states but a truism that all is retained which has not been surrendered. There is nothing in the history of its adoption to suggest that it was more than declaratory of the relationship between the national and state governments as it had been established by the Constitution before the amendment or that its purpose was other than to allay fears that the new national government might seek to exercise powers not granted, and that the states might not be able to exercise fully their reserved powers."

    As you can see above, the US Constitution does not grant any powers to the states.  In fact it explicitly reserves (to the states and the people) powers not granted to the federal government by the states.


  2. The Tenth Amendment states that any powers not designated to the Federal government are regulated to the states.  Read and study the constitution. It will answer many question asked in this forum.

  3. Article 1-Section 8 and Article 1-Section 10 lists what the States may or may NOT do. Anything that is not specifically addressed in the Constitution is left up to the states or the people according to the Tenth Amendment.
