Have Kyoto signatories reneged on their promises?

Why is it more noble to make promises you can't keep, instead of just saying it like it is?

Who cares?  It won't matter either way.  

Why has warming stalled these days?  Emissions have been increasing all this time but temperatures have not.

No - the press release you quote is dated June 2006.  A more up to date one is at http://www.eea.europa.eu/pressroom/newsr...

This shows that  a lot of progress is being made and Kytoto targets are being achieved (and some more).  The current projection for 2010 is that the emissions will be 11.4% below those in the base year compared with a a target of 8%
