Have a major complaint and trying to reach city manager (or higher) of Brooklyn? Please help!!?

I have been struggling with the community board in my area. Feedback I got was they called 311 and filed a complaint but nothing was done. Want to go a step higher, not sure who the city manager is or how to contact him? Basic contact # or E-mail or Fax...
