Have anybody heard of the Sir Richard/electric car?

No. I have heard of the Tata Nano and the Chinese automakers effort to have half of the cars on the road in China a hybrid by 2010. But Sir Richard electric car - No.

he did make publicity (hey, it's what I do) of buying MG & making electric vehicles, but didn't do anything I'm aware of.

Mr. Branson appears to be claiming the idea as his own in this April 17 2005 Independent newspaper article in which he says:

"My solution is a radical one, but would help with what I see as Britain's pending energy crisis. We should steal the green mantle from the Japanese and Americans and become the first European manufacturer of hybrid cars."
