Have baby, win car. Women in a contest to have child?

Good or bad idea? I say bad. A monetary prize is no reason to bring a child into this world. There are a lot of orphans in Russia. Why is the government encouraging people to reproduce over adopting children that are already there?

according to that article, the purpose is to bring up population for some reason and adopting would not bring up population. But how supid is that what is so great about having a larger population if everyone is poor.
