Have friend in Dubai who wants to visit here and the US embassy there rejected visa based on financial status?

and yet England accepted the visa. What are the practical options to visit or live here without 'money' being the main criteria.

Most applications for a visa to the U.S. are rejected.  The applicant must show that he has very strong ties to his country and will return there...a home, job, money in the bank. So MANY people violate their visas that it makes it extremely difficult for anyone to get a visa.  He must show he can support himself while in the U.S. and has enough money in the bank at home to make him return there.  The embassy does not have to give a reason, and often does not.  Few people get a visa on the first try.
