  1. Restarting motors that haven't been stored properly is always a problem.  The first concern is lubrication of the needle bearings on the crankshaft.  Unlike automotive crankshaft bearings; outboards have needle bearings.  During storage condensation might cause rust and pitting.  If that has happened the engine will fail shortly after starting.  If the area where the engine was stored was desert dry, then the next problem is fuel left in the carb.   Marine mechanics have a number of ways to trouble shoot this.  One thing is to check spark on both cylinders.  then use starting fluid to see if the engine will run even if only a moment.  We use carb cleaners but usually you have to clean the bowl.

  2. check to see if you have spark

  3. This is a very reliable engine.  If stored properly you should be able to get it running without too much difficulty.  First you have to determine if the problem is related to fuel or spark.  Start by removing both spark plugs and  have someone pull the starter cord while you look at the plugs to see if they are firing (sparking at the tip) or not.  Be sure to ground the threaded area of the plug by pressing it against the engine head while doing this.  If there is no spark, your points are corroded shut.  You will have to remove the flywheel and spread the points apart, then clean the 2 contacts on them with a file or emery paper.  If there is spark, put the spark plugs back in - the problem is fuel related.  The engine is not getting gas.  First be sure to drain old gas from the tank and replace with fresh gas and mix 2 stroke oil with a TCW 3 rating at a 50 gas to 1 oil ratio.  Next, connect the gas line pump the squeeze bulb  till it's hard and put the motor in a drum of water or connect a hose with a muff to the water intake ports in the lower unit.  Before pulling the starter cord, try squirting some of this gas oil mixture directly into the carburetor air intake and pull the starter cord it should fire and run.   If it fires and runs only briefly, your carb is gummed up.  Take it apart and clean it with carb cleaner and you should be all set to go.

    Good luck.

    Additional comments  6/5:

Johnson and Evinrude are identical engines.  It sounds like you have performed the above steps and have no spark. You need to get a flywheel puller that fits this engine.  It bolts onto the pulley and has a large center s***w that you turn down to get leverage off of the center shaft.  There is an indentation in the center of the shaft for the tip of the puller s***w to go into.  As you tighten the center s***w, it lifts the flywheel off the shaft.  If you are unable to do this, take it to a repair shop and have them pull the flywheel and check the points for you.
