Have they forgotten that No means No?

I remember in the 1960's the EEC (European Economic Community) now the EU, stressing the importance of participation, describing it as the 'Democratic Imperative' , the principle that those who will be most affected by political decisions must be deeply involved in the making of those decisions. The inevitable centralization of power and accompanying bureaucracy meant that the traditional democratic safeguards must be extended and strengthened.

  4. Sometimes it means "we haven't understood the question".  All questions about Europe should be prefixed with the phrase "Do you mind if we..."  That way the xenophobes and Sun readers would agree to anything.
