  1. You would have to define what type of "force" you would want to create.

    Certaintly, we can generate electric and magnetic fields, which can exert a force on a charged particle or magnetic object, respectively.

    However, there is certainly no way to simply exert a force on all matter via some sort of field. If you think about it some more, and assume you could somehow create something of the sort, wouldn't the field push at every bit of matter around itself, creating wholesale destruction?
