From the perspective of what?

As the buyer, always. When I complain, I always get back my money for charges that I did not authorize, or items never received, etc

As a seller, never. Especially since our business is online, credit card companies don't care about proof of shipping or order confirmations. They always give the buyer the credit. So we are very careful with credit card orders -- if we have a hunch that something is not right, we go to the extent of calling the person, and other means of verification
