Question

Why do people in cars take soooooo long to pass each other?

Why do people even bother moving into the passing lane if they are traveling less than 1 mph faster than the person in front of them?

how do you deal with these people?

Yes, I've encountered those drivers, but there's nothing I can do.  What annoys me more is when after I change lane so that they can pass me, they go in front of me then slow down.

I live in a rural area.  Mostly two lane roads where I live.

Here the problem is when a farmer pulls out in front of you with a loaded tractor.  I don't know which is worse.
