  1. Yes. I have one.  And yes it is good for a dollar.  Although, damaged money, when it goes through a bank, the bank usually pulls it from circulation.  It is then sent somewhere and destroyed.  (I think they just made a movie about said destroyers.)  If you rip a dollar in half and then rip one third off one half.  Lose the third and take the rest to the bank, they will give you a new one.

  2. In terms of a collectible, it's hard to say without more details.  For example, is the ink colored yellow, or the background?  Does the yellow cover the entire back side of the bill, or just a portion?

My hunch is that the bill wasn't colored yellow when it was originally printed (I don't see the US Treasury accidently mixing up the green & yellow inks, and even if they did, the bills are inspected for errors prior to being released to the public, and this would be a hard error for the proofreaders to miss!).  The bill was likely in an environment where the back of the bill was contaminated somehow, turning it yellow.  If this was the case, I don't think it would attain any extra value in the eyes of a collector.

You can get a professional opinion if you want by bringing the bill in to a stamp & coin dealer (check your phone book).  They would be able to tell you for sure if this error would make the bill any more valuable than its face value.
