The UK hasn't but Ireland has the green card foreigners coming here.

no but you need to have a propper work visa which you will need to produce to get a national insurance number, employers will need to have your number so they have hire you

Just say you're an asylum seeker and if you're successful you'll get a free house, car, all the benefits you could wish for whilst British folk have to either work for their livings or go without.
