It shows on the stand that you put the bucket on where you are supposed to fill it up to. The high water mark is a line on the inside of the bucket about an inch above the top of the ridges.

Oops. I should have looked at the picture you showed. I have a Wonder Washer but it isn't like the one you show, even though that is the brand name on it. I would imagine that you would put water up to the line above the name on the outside.
