  1. No, because you never tell someone the time precisely to the second.

  2. what is time?

a train moving is fast in our eyes

but in the eyes of a flie, it is moving extremely slowly

how would a flie define time different from us humans?

like einstein said, time is relative.

if we were a flie, we would define 1 second differently because our speed is extremely fast

so time must be something defined relative between the object of moving and the object that observes the moving object

so time is objects moving relative to other objects in the background and relative to the observing object

the system with objects moving relative to each other including background objects, system relative to the observing object

from the moon or space, looking down at objects moving pass the earth, we would see that time would be slow, but the objects are moving really fast. going deeper and more detailed and closer to earth, and closer to the moving objects passing by the earth, we would see very fast moving objects
