It does say Limehouse, try bringing that up on Google Earth and scouring for the brown/white buildings seen in the background of the video.

Also, the video was posted nearly a year and a half ago - it might have been redeveloped by now?

I think I might be close! Limehouse Public Library is a derelict plact in Limehouse (see the top link below). I don't think this is it (no steps)

However, other pages suggest Narrow Street is another area with derelict places - I reckon its worth a try.

EDIT Failing all that, if its for a project; http://www.derelictlondon.com/ might help with other similar buildings.
